Civilian casualties in Ukraine have reached record levels following intensified Russian strikes in September, UN human rights monitors reported on Friday. According to UN News and Newser, the UN mission verified that at least 328 civilians were killed and 2,105 were injured during the month. UN News reported that this marked an 85 per cent increase compared to September 2025. [1][4]
UN News reported that casualties were recorded across 22 regions and the city of Kyiv. Civilians in the capital city were killed or injured on 22 out of 30 days in September, which UN News noted was more frequent than in any month since the Russian Federation began its full-scale invasion. UN News and Bloomberg.com both reported that the elevated casualty rates continued into October. [1][2]
International humanitarian law under the Geneva Conventions of 1949 requires parties in an armed conflict to distinguish between civilians and combatants, prohibiting direct attacks on civilians. Despite these protections, UN News reported that the pattern of harm throughout 2026 has far exceeded previous years, with Russian cruise missile strikes continuing to hit Ukrainian targets into October.
