United States President Donald Trump signed an executive order pausing a new sanctions package targeting Russia after striking a diesel agreement with Russian President Vladimir Putin, the South China Morning Post reported. President Trump stated to Congress that the pause was in the national interest. Meanwhile, the Kyiv Post, Ukrainska Pravda, and News9live reported that President Trump expressed willingness to welcome President Putin to the Group of Twenty summit in Miami, Florida, though he was uncertain if the Russian leader would attend. Ukrainian President Volodymyr Zelenskyy strongly criticized the suspension of sanctions, calling it a reward for President Putin, the Guardian Europe reported. President Zelenskyy warned that the decision would embolden Moscow and escalate the conflict, particularly as Russian forces launched heavy strikes on Ukrainian power plants to disrupt electricity before winter. Furthermore, Al Jazeera reported that Ukrainian forces made territorial gains in occupied Donetsk through an initiative named Operation Vivaldi. [4][5]

Speaking after an European Union summit in Belgium, President Zelenskyy warned that Russian military ambitions extend beyond eastern Ukraine and that drone strikes threaten NATO, according to Al Jazeera. Euronews reported that despite recent diplomatic tensions and calls from President Trump for new leadership in Kyiv, President Zelenskyy stated that President Trump remained easier to deal with than President Putin. [3][6]

International diplomatic preparations continue elsewhere as Shenzhen prepares to host Asia-Pacific Economic Cooperation meetings in November, the South China Morning Post reported. The city has implemented drone bans, launched new hotels, and equipped taxi drivers with translation tools capable of handling nearly 150 languages in anticipation of global leaders. [7]
