Ukrainian President Volodymyr Zelensky sought European backing on Thursday, October 15, after declaring that Kyiv would resume strikes against Russian oil refineries. France 24 English, BBC Europe, Hindustan Times, and Egypt Independent all reported that Zelensky rejected demands from United States President Donald Trump to halt attacks on Russian energy targets. [1][2][4][9]

According to BBC Europe, Zelensky stated that he had limited attacks for three days while Russian strikes on Ukrainian energy infrastructure continued. He told the Financial Times we are done, adding that the pause was over following fresh Russian attacks. BBC Europe reported that Russia accused Ukraine of striking a refinery on Thursday, while Russian President Vladimir Putin claimed Kyiv attempted refinery strikes on Wednesday without causing significant damage. France 24 English reported that relations between Kyiv and Washington have deteriorated following US decisions to ease sanctions on Russia in exchange for Moscow releasing diesel onto global markets. Zelensky also accused Washington of restricting intelligence sharing and imposing limits on satellite communications to press Kyiv into stopping its attacks, according to France 24 English and BBC Europe. Tensions between Ukraine and the United States coincide with military supply shortages. CNN reported that Ukraine has run out of Patriot interceptor missiles as Zelensky and Trump clash over the conflict, while inkl noted that disruptions to Starlink have highlighted European reliance on United States technology. [3][8]

Ahead of a summit with European Union leaders, Zelensky urged unity, increased financial support for Ukraine, and further sanctions on Russia, according to EUobserver.
